Housing Billing and Refund Policies

Most charges assessed by University Housing to residence hall or Northwood Community Apartment residents appear on a monthly Student Account Statement issued electronically as an eBill by the University's Office of Student Financial Operations. For all charges that appear on a Student Account Statement, payment is made directly to Student Financial Operations either by mail or at one of the University two Cashier's Offices. For additional information about a Student Account, making payments, payment schedule, policies related to penalties or negative service indicators, or accessing an account on Wolverine Access, consult the Student Financial Operations web site.

Giving Bill Access to Others
Residents who want to give others access to the monthly student account statement (parents or others) can do so by authorizing them in Wolverine Access directly. For more information about this process please visit Student Financial Operations.

Inquiries About Housing Charges
Questions about University Housing-related fees, assessments, charges, and refund policies can be directed to the Housing Billing Office, 763-3522.

Long Distance Telephone Charges
Total monthly telephone charges appear as a line item each month on the Statement of Student Activity account. Questions or concerns about long-distance charges should be directed to the University's IT Communications Customer Service Center at 763-2000, not to any University Housing office. As with all other payments due to the University, failure to receive a statement is not sufficient reason for not making payments on time.

Housing Assessments
Residents may have additional charges placed on their Student Account related to damage assessments, lock changes, early move-in fees, late stayover fees, or unpaid fines. For Northwood Community Apartments, window air conditioning charges, and Child Development Center fees are billed as housing assessments.

Residence Hall Government Fee
By signing a University Housing contract, residents become members of their house/hall student governing body and the Residence Halls Association (RHA), the student government for all residence hall residents. Residents are required to pay house dues of an amount determined by the RHA Assembly. This amount is determined in April of the preceding academic year and cannot exceed $25 of mandatory dues for the entire year. Residence Hall dues are added as a one-time special assessment to the September Student Account Statement for the entire contract period or the January Statement for Winter Term only. Residents of Martha Cook Building, Henderson House, and the Lawyers Club fall under the specific by-laws of the respective houses with regard to house dues obligations.

Residence Hall Refund Policies

Room and Board
Residents are responsible for all room and board charges that are identified on the contract they signed unless the contract is terminated by University Housing prior to its end date. Reasons that may support a contract termination generally fall under three categories: medical circumstances; financial hardship not present or known at time of contract signing; and special or mitigating factors also not known at time of contract signing and that in each case cannot be relieved by relocating to other University housing.

The contract is also terminated when a resident withdraws from the University. Residents withdrawing from the University must follow the separate withdrawal procedures of their school or college and submit a contract termination form to University Housing. The resident is responsible for all room and board charges up until the date of check-out, regardless of the date of withdrawal from the University.

Residents who move out of a residence hall for any of the above reasons without having an approved termination of contract remain liable for all room and board fees remaining on the full term of the contract. Any student who fails to follow the procedure for check-out after being granted contract termination may be held accountable for full payment of the contract.

Students whose contracts are terminated, and who properly follow check-out procedures, will be given a prorated credit applied to their Student Account for any unused services. However, no refunds will be given to students whose contracts are terminated during the final two weeks of a term.

When a contract is terminated for disciplinary reasons, the University shall have the right to re-enter and take possession of the premises with the student remaining liable for room and board payments for the full term of the contract.

Cable Television
Cable television service is automatically activated in all resident rooms at the start of the semester.  An equal share of the published cable television fees per term is billed to each roommate's Student Account one month in advance. Residents who wish not to have cable television must submit an online cancellation form by the first Friday after classes begin. If the cancellation form is submitted on-time, any previously billed charges would be adjusted accordingly.  Cancellations requests are still accepted and processed after the deadline but adjustments in the billing are done on a prorated basis according to when we receive the request.

Entrée Plus Account
Entrée Plus accounts can be canceled at any time. Any unused balance will be credited to the resident or student's Student Account. Any unused Entrée Plus funds can, at the student's choice, be refunded at the end of the Winter Term, or carried over for the resident or student's use during future academic terms.

Ethernet Connectivity
Residents who sign up for in-room ethernet connectivity will be assessed a one-time activation fee of $75 for the academic year. This fee is nonrefundable and is not prorated in any way.

Refrigerator Rental
University Housing will charge to the student account the total refrigerator rental amount due for the period of the rental agreement. If the student wishes to terminate their rental agreement after the refrigerator has been delivered or picked-up, a cancellation fee of $10.00 (small) or $25.00 (micro-fridge) will be assessed. Additional charges may be applied for damaged or missing refrigerators.

Residence Hall House Dues/Student Government Fee
Residence Hall House Dues/Student Government fees are added to the September Student Account statement as a one-time special assessment. Once billed, this fee is nonrefundable and non-prorated.

Northwood Community Apartment Refund Policies

Apartment Rentals
Leases can be written to end on either December 31 (only for renewing residents) or June 30. Residents are required to submit a withdrawal notice sixty (60) days prior to vacating their unit, even if the date specified is at the end of their lease. This is especially important in all instances where residents plan to leave, regardless of the reason, prior to the official end date specified on their lease. Residents vacating prior to or on April 30 will be charged an early termination fee of $500.00 as well as being responsible for all apartment rental charges up until the day the unit is vacated. It is the student's responsibility to contact the Student Financial Operations Office, 2226 Student Activities Building, 734-764-7447, to claim any refund which appears on their Student Account.

Cable Television

Basic cable television service is automatically provided to each Northwood apartment. Residents who do not wish to have cable service can cancel at any time by submitting the online cancellation form. Cable service is billed one month in advance and is prorated by the half-month only.  

Child Development Center
30 day written notice is required for any Child Development program change. A $25 administration fee is charged for any change in program or schedule. Either party may cancel enrollment by providing 30 days written notice to the other party. Cancellation initiated by the parent(s) prior to the end of the term shall include a $150 cancellation fee per family for full-time programs and an $80 cancellation fee per family for part-time programs.

Language Program
Northwood Language Program. Classes: Cancel by Wednesday before semester begins: 100% refund. Withdraw by the end of the first week of class: 90% refund. Withdraw by middle to end of second week of class (class as a whole has met at least one time): 80% refund No refunds provided after this withdrawal date. Field Trips and Social Events: All prepaid registrations are nonrefundable.

General Northwood Community Apartment Programs
All prepaid program registrations are nonrefundable. Exceptions or prorated refunds may be considered for medical reasons, with appropriate documentation from a physician. Fees will be fully refunded only if the event is canceled by the Northwood Program Coordinator.
